The Owners Voice has achieved much for Owners...

The Thoroughbred Racehorse Owners' Association was founded in April 1974 by the late Geoff Bellmaine (foundation chairman), Henry Harrison, Kevin Heffernan, Don Dimattina, Monty Milson and the late Tom Trevaskis. All six founding gentlemen were prominent members of the racing fraternity as owners and from the beginning set out to ensure fellow owners were protected.

Over the year's TROA's tireless efforts and initiatives have improved the playing field for owners. The introduction of the starters' incentive, for example, makes racing horses in Victoria less costly and increases the owner's chances of recouping part of their financial outlay.

The current board headed by David Moodie is a dedicated group racehorse owners. Like their predecessors they are committed to ensuring the best possible benefits are afforded to owners.

The association has also been a driving force in achieving stakemoney increases, limiting the costs to race, developing important relationships between interstate and overseas owners associations, supporting various race clubs with trophy sponsorship and, of course, upgrading of facilities and privileges for members.

STARTERS' INCENTIVE

Successfully submitted and negotiated the introduction of the Starters' Incentive. This payment is to the owner of each horse that does not earn prizemoney. Successfully pushed for the upgrading of the Starters' Incentive to $225 in the metro (Saturday, and mid-week meetings), $325 for metro Sunday, Public Holidays and Night Meetings, and $150 in the country. 

BUSINESS PLANS

Made submissions on behalf of owners for consideration in the formulation of Phase 3 of the racing industry's "Leadership 2000" business plan and subsequent updates.

COUNTRY RACING

Pressed successfully for retention of the Victorian Provincial circuit as an imperative and important component of racing in Victoria.

PRIZEMONEY

Led from the front in the successful push for increased prizemoney for Victorian city and country races.

QUEEN OF THE SPRING SERIES

Launched, promoted and delivered the successful "TROA Carlton Draught Queen of the Spring" series during the Melbourne Spring Carnival.  These races - Tristarc Stakes on Caulfield Cup Day, Tesio Stakes on WS Cox Plate Day and the Summoned Stakes on Sandown Classic Day. The following horses have been crowned - "Queen of the Spring", 2002 Gentle Genius, 2001 Pernod, 2000 Flushed, 1999 Bonanova, 1998 Vestey, 1997 Battocchi, and 1996 Gold City.

TROA HAS ALSO

Successfully campaigned for:

  • increased raceday privileges for owners.
  • tougher penalties for jockeys causing interference in feature races.
  • the introduction of 5th prizemoney for city races.
  • industry action on the issue of hard tracks in the summer months.

Continued to be a constant voice for owners on TABCorp, gaming and casino issues.

Continued to develop the profile of the Australian owner within the Asia-Pacific region throughout the Asia-Pacific Racehorse Owners' Association forum.
